Responsibilities

The City of Collegedale Building and Codes Department is located at Collegedale's Economic Development Center (5225 Tallant Road).  The Building and Codes Department is responsible for reviewing plans, issuing permits, and the administration and enforcement of building, electrical, mechanical, gas, plumbing, energy conservation, and fire codes. These codes ensure that the construction meets the minimum standard to safeguard life or limb, health, property, and public welfare.

All commercial and industrial projects require a mandatory pre-document submittal meeting.  This meeting provides our building and planning staff an opportunity to meet with key contacts for a proposed project (owner, developer, architect, engineer, etc.) and explain the requirements involved with a project inside Collegedale city limits.  Attendees at this meeting are given a Pre-Document Submittal Information Packet which contains detailed information concerning Collegedale plans submittal process.  Preliminary plans must be submitted prior to this meeting which enable staff to review and become familiar with the proposed project.   Before the meeting is conducted, the owner is required to serve as, or designate, a single point of contact from all of the key contacts for a project.  Our Building & Codes Director, Andrew Morkert, is currently designated as the single point of contact for the City of Collegedale.  All submittal documents are to be sent to Andrew Morkert and he will distribute these documents to building and planning staff for review.  After review comments are made by staff, comments with be sent to owner or owner's designated single point of contact for distribution.  This process helps to reduce confusion and expedite the review turnaround time.  

It should be noted that certain projects require review by the State of TN Fire Marshal Office in addition to the plan review required by the City of Collegedale.

In addition, our Building and Codes Department enforces The International Property Maintenance and Collegedale Municipal codes and zoning which address public health and safety, including regulations related to:


  • Health and sanitation nuisances
  • High grass and weeds
  • Overgrown and dirty lots
  • Home occupations
  • Sign regulations
  • Unsafe structures
  • Stagnant water
  • Inoperative motor vehicles

Economic Development Center Hours of Operation:

Monday - Thursday 8:00 am - 5:00pm
                        Friday 8:00 am - Noon

***PLEASE NOTE THAT IT IS A REQUIREMENT THAT A PERMIT HAS BEEN ISSUED BEFORE COMMENCEMENT OF ANY WORK, FAILURE TO DO SO WILL RESULT IN DOUBLE FEE.***
